Dr. Connie Maiwase Zulu Osborne
Public Health ConsultantWith a health professional career that spans over 3 decades, Dr Osborne, is a pediatrician as well as, an independent Public Health Advocate. She has worked and collaborated with a wide range of partners including, government, academia, multilateral and bilateral Donors, the private sector and local and international non-governmental organizations. In the early 90s, when more women were getting infected with HIV, Dr Osborne, was one of the founding members of the Society for Women and AIDS in Zambia. She continues to serve on the Board of SWAAZ as its Secretary General. From the year 2000 to 2011, Dr Osborne worked with several UN Agencies including: UNAIDS in Ethiopia and Geneva, Switzerland, UNICEF in Botswana, and WHO, in the People’s Republic of China. Dr Osborne was one of the pioneers of the initial global strategies of prevention of mother to child transmission of HIV. In 2012, she joined Amref Health Africa, as its Regional Director for Southern Africa. She returned to Zambia in 2016 and led the establishment of the Amref Health Africa in Zambia Field office. From January 2020 to January 2023, she was the Director General of the National HIV/AIDS/STI/TB Council (NAC) in Zambia. Over the years, Dr Osborne has published widely in peer review journals. She currently keeps herself busy as an independent Public Health Consultant, sitting on several private and non-governmental organization Boards and periodically being as an external examiner for the assessment of research assignments of structured master’s programs of the Faculty of Medicine and Health Sciences of the University of Witwatersrand Johannesburg and University of Stellenbosch, Cape town in South Africa. She is passionate about the urgent need to address the wide range of health and social inequities that prevent many people from achieving their full potential.

He is a medical doctor specialized in public health, with nearly 26 years of international experience and 20 years working with WHO. This vast experience equipped him with a better understanding of health issues in Sub-Sharan Africa and deeper insights into managing health programs.
He demonstrated extensive managerial experience by leading WHO country offices, managing complex health situations and emergencies, and fostering partnerships with development partners, NGOs and Civil society organizations.
He maintained strong relationships and collaboration with government, United Nations systems, health development partners, Civil society organizations and Faith- based organizations, a testimony of his expertise and experience in championing and advocating the health agenda in countries of his assignments.
He is a public health expert with extensive experience in the domain of disease prevention and control, health security and health systems. His wealth of knowledge and experience gives him a unique position to work in countries with low resource settings and complex health situations.
He effectively contributed to management and control of complex public health emergencies including the West Africa Ebola epidemic, COVID-19 pandemic, humanitarian crisis in northeast Nigeria and humanitarian crisis in Tigray, Ethiopia.
He led by example, results oriented, and valued the spirit of empowering and motivating teams to enhance productivity and performance.
He holds a bachelor’s degree in medicine and surgery, a diploma in health management and a master’s degree in international public health. He is a Fellow of West Africa College of Physicians – (WACP), Fellow Africa Institute of Public Health (FAIPH), and Fellow Liberia College of Physicians and Surgeons – (LCPS)
He has made exceptional contributions while working for WHO. He is a recipient of the WHO Director General’s Award for Excellence – 2016 and the WHO Director General’s Team Award for Excellence – 2022.
